Joshua Swayne
President and Chief Executive Officer

Joshua Swayne is the President and Chief Executive Officer of Charter College, where he oversees institutional strategy, operations, academic delivery, regulatory compliance, and growth initiatives across all campuses and an expanding online division. With more than 20 years of experience in career-focused postsecondary education, Josh brings a deep and personal understanding of the student journey, having progressed from instructor to executive leadership. He works closely with leadership teams to expand high-demand programs, strengthen academic programs to meet industry needs, and align education with today’s workforce expectations.
Josh earned a Bachelor of Science in Psychology and a Master of Science in Instructional Technology from Utah State University. In addition to his work at Charter College, he serves as President of the Career Schools Private Education Network (CSPEN), where he collaborates with peers and policymakers on issues impacting the future of career education. His background in instruction, operations, and leadership allows him to support innovative program delivery models that expand access while maintaining quality. He uses this perspective to help drive growth, strengthen student outcomes, and support Charter College’s mission to prepare graduates for the workforce. Josh’s leadership helps ensure that Charter College continues to provide career-focused training that prepares students for real-world opportunities.
